Police brutality?

A 34 year old man from Algier was being forced to leave Denmark, 20 November in the morning. He was accompanied by the police and being sent to Paris. Instead he ended up unconscious and in an ambulance. 2 days later he died.

The incident in the plane was very dramatic. Apparently 2 police officers were on top of him while a 3rd kept him in the seat. A witness described them as very tough.

Martin Henriksen is the chair of Foketingets committee for integration. Before any investigation has been done, he’s already sure, that the police was professional in handling an unruly foreigner.

Hvad nu hvis man kunne skabe et bedre samfund, bare ved at dreje på en enkelt skrue?

Science fiction rummer historier om, at mennesker pludselig bliver mere intelligente. Eller mere empatiske. Eller at nogen pludselig opfinder den gratis lige-hvad-du-ønsker-maskine. Det kan også være aliens, der giver os kræftkuren, gratis energi og den perfekte styreform. Men det er jo ikke lige noget, man kan sidde og vente på.

Hvad nu hvis man kunne få vedtaget en lov, der siger, du må netto ikke gøre skade.

Lovene ville ikke længere halte bagefter, hver gang nogen opfandt den nye Uber, eller den nye slags køleskabe, eller hvad folk nu går og roder med. Hvis skade kan påvises, så kan forbud og evt. straf følge. Og med tiden kan en lov laves, der adresserer det nye problem, efter behov.

Måske er det at sætte tærsklen lavt, kun at forbyde skade. Måske bør det belønnes at gøre stor gavn? Måske er det nok at rydde skade af vejen, så bliver der bedre plads til gavn?

Nedenfor er de første par sider til cirkulæret.

Hvad betyder netto?

  • En læge må godt gøre en patient sygere, lige nu og her, hvis det hjælper på længere sigt. (Operation, visse typer medicin.)
  • Til gengæld tror jeg dyreforsøg skal gentænkes.
  • Skade på planter er vist ikke væsentligt. Men skader på fx skove er, fordi størrelsesordenen er større, og fordi ikke kun det enkelte træ bliver skadet, men også dyr og mennesker i nærheden. Hvis du fælder skov, skal du gøre det indenfor en passende ramme og plante nye træer.
  • Loven gælder også i detaljen. En ny model mobil er en stor fordel, men ikke hvis et enkelt, forurenende stof undslipper, eller hvis prisen forudsætter billige råstoffer fra svage lande.
  • Loven gælder over tid. Ingen skade lige nu er så lille, at den over længere tid også næsten er harmløs. Ændringer, fx ny teknologi, indføres langsomt og likalt, for at få styr på konsekvenserne.

En masse rare følger af loven:

  • Du må ikke lønne asymmetrisk – altså fx give en månedsløn, der ikke kan betale basal kost, logi, tøj og lidt sjov i en måned; til gengæld er din egen løn god nok.
  • Folk, der ikke selv kan tjene en månedsløn, skal støttes af samfundet. (Hvem ellers?) Børn, ældre, syge, arbejdsløse.
  • Du må ikke indrette boligmarkedet, så de svageste bliver presset. (“Her er en støtte, du kun kan leve af, hvis du bor i udkanten.” “Beklager, vi gad ikke bygge billige boliger.”)
  • Du må ikke i tale eller handling nægte folk rimelige muligheder; dette skader dem. Ikke kvinder, sorte, muslimer eller nogen andre. Og heller ikke Tobias, fordi du bare ikke kan lide ham.
  • Du må ikke lade være med at fiske druknende mennesker op af havet. Du må ikke gøre det i praksis umuligt for dem at flyve. Du må ikke gøre situationen så umulig for dem, at flugt er et bedre alternativ.

Der er sikkert flere hjørner, der lige skal pudses af, men sådan grundlæggende tror jeg, der er noget her.

Og hvis vi så skal tage springet ud i det fantastiske: Tænk hvis alle vågnede i morgen med den lov indbygget i hovedet.

Politiken interviewed Danish Minister for Immigration Inger Støjberg:

With this proposal, unaccompanied children seeking asylum may be blocked. Is it your opinion that the cohesion and welfare of the [Danish] country matters more than granting the wish of an unaccompanied child seeking to enter Denmark to apply for asylum?

“If you arrive here as an unaccompanied minor, you’ve already been through Germany and other countries, you don’t arrive from an unsafe country.”

Should this law also apply to a 10 year old girl, arriving here alone?

“Yes. The break means, nobody gets in, unless the parents are here already.”

Why should a 10 year old with no parents seeking asylum not be allowed into Denmark, when the country  [Denmark] is under pressure?

“In that case the child will be referred to the German authorities, maybe in Padborg. Then the German authorities will take it from there,” says Danish Minister for Immigration Inger Støjberg.

Danish Minister of culture Mette Bock wants to update the tax system for empty media. This historically was about compensating musicians for the possible legal copying of music to CDs, DVDs etc. Currently media like USB drives are also included. 

An update would probably add computers, tablets and smartphones to that list, reasoning music and movies can also be copied to these.

The argument against this is, that people have stopped downloading and copying altogether and only stream.

Limiting the number of non-western immigrants?

“There are today areas of Denmark that are 50% or more immigrants and descendants from non-western countries. It is the opinion of Folketinget that Danes shouldn’t be in the minority in Danish residential areas.”

The twist here is that “immigrants and descendants from non-western countries” and “Danes” could be seen as 2 non-overlapping groups.

Should the word have been “ethnic Dane”?

The text qouted is not part of a law, but merely the opinion of a majority of Folketinget, a declaration of intent.

It is however preparation for a possible new law limiting the number of new immigrants.

This article is about zip codes with many immigrants and descendants. 2 of these have a percentage of 50 or more of people of non-Danish origin. This is the basis of the new law. However, the numbers don’t distinguish people of non-western origin.

Ghettos in Denmark are defined as residential areas of at least 1,000 persons fulfilling 3 of 5 criteria, one being: More than 50% are immigrants or descendants of non-western origin. 

The list has 25 ghettos. Most of these fulfil the immigrants/descendants criterion. However, residential areas are much smaller than zip codes. 

Danish minister for food doesn’t accept petitions

When asked why he doesn’t accept petitions Danish minister for food Esben Lunde Larsen replied:

As a minister I don’t accept petitions simply because I don’t want to. I simply don’t want to.

The simple reason is: Do you accept petitions with 10 signatures? Or with 10,000? When do you say yes or no?

Others are welcome to accept petitions. I respect that. But from day 1 as a minister I’ve said that I won’t. 

In one case a petition from Greenpeace was turned away.
